Topsoil Manufacturing Planning Proposal

Temporary Planning Permission is being sought from Staffordshire County Council for a topsoil manufacturing process to be located at CEMEX’s Rugeley Quarry, Stafford Brook Road, Rugeley. 

It is proposed that the temporary permission should be co-terminus with the existing mineral extraction permission CH.00/0577 & S.400/18.

The proposed development involves blending selected screened sand from the quarry with imported compost material to produce a high quality topsoil. High quality, manufactured topsoil material is a much sought after resource used in housing, landscaping and other built developments.

The Applicant, Freeland Horticulture Ltd,  has developed an expanding market in the localities of its seven existing sites around the UK and wishes to provide a topsoil manufacturing base at Rugeley to supply the tangible market need for its British Standard (BS3882: 2015) product in the county of Staffordshire.
